I went to Alaska about two years ago and it was beautiful!!!
Even though it was cold, there were evergreen trees, flowers, shrubs, moss, weeds and grass.
Unless you're talking about the tundra, which is frozen year round, then the cold climate only makes a difference in the species of plants that are there, not whether there are plants there.
