Well, labor doesn't tickle if that's what you mean by hurt. But you water breaking in itself is no big deal in terms of pain, in terms of a huge mess...that's another thing. It means that the amniotic sac your baby has been encased in inside your womb during pregnancy has "broken" so that now you may start to give birth to your child. It's kind of like a "pregnancy alarm clock". It lets you know that it is "time" to start. Hurt? No. Messy? YES!!!

it means your getting ready to have a baby , If your waters have broken, you will notice you are leaking or damp all the time. There isn’t really any ‘normal’ leakage during pregnancy, but sometimes at the very end of pregnancy you may find that you leak a bit of urine. Amniotic fluid doesn’t smell like urine, it has a slightly protein-like smell.
This is how to tell if your waters have broken:

Empty your bladder.
Pull up your pelvic floor muscles.
With tight pelvic floor muscles, bear down – as though you are trying to empty your bowels.
If you leak fluid, it is likely to be amniotic fluid. Incidentally, if you think that your waters have broken, you must get into hospital even if you have no contractions.

It means that you are in the last stages of pregnancy and can go into labor at any time. You will start dilating and need to go to the hospital A.S.A.P. It usually means the mucus plug has been lost. This is why showers and not baths should be taken because the water can break in the tub and a person not even know it.
