You have a computer monster. Commonly known as a gremiln. You will need to call a specialist or an exterminator. Running Windows often times attracks gremilns and other magical creatures who like to mess with electronics. You can also try to run Linux to rid yourself of these creatures, often times they find it too complicated to mess with...
Or you could replace the fan.

Replace or clean the fan - most times it's the bearings in the fan at the back that extracts the warm air from the PC.
As the extractor fan rotates it picks up duct which collects on the fan blades. This unbalances the fan blades and wears away at the bearings causing the screeching sound.
Switch off your PC and give the fan a blast of compressed air or reach in through the grille with a small brush (like a a paint brush) and wipe the dust off the blades. Then re-start your PC.
Alternatively and VERY slowly and carefully insert something into the grille while the fan is running so it *just* very slightly hits the rotating fan blades. The vibration will dislodge a lot of the dust and may put the fan back in balance. But be very careful otherwise you'll damage the fan!
Thumping the back of the PC also works (or rather it works sometimes - and makes you feel better when the screeching has driven you half-insane). But one time when I did that it dislodged something in my PC and just about fried my hard drive!
If your PC feels hot to the touch, especially at the back or starts giving off a strange smell then switch your PC off and get it checked over - an old PC of mine did that and burst into flames!
If cleaning and violence don't work then replace the fan unit.

You can do like I did, bang on it until the noise goes away, at which time you are not sure if the cooling fan is working or not. The fan is supposed to cool the CPU, when it quits, the Cpu usually gets too hot and fails, there is also a fan inside the power supply, this is the one that is probably making the noise, forget oiling then, they can be purchased for 10 to 15 $ and have 2 wires, a black and red, it is important to be sure they go black to black, red to red, else it may run backwards. Fix it soon, or in my case all the low voltages changed to high voltages and burnt everything up.

clean your tower out, check the fan(s), and also clean out the power supply....if its an actual sound that is coming through the speakers, the go into the sound properties and change the "sounds" to windows default....and see if it goes away, could just be a faulty sound file that is "stuck" in a loop.

Yeah it's probably a fan. Replace it as soon as you can or you have a chance of burning something (depends on which fan).

if its coming from the computer itself, check the fans, and if its coming from the speakers, then make sure their plugged in and replace them if its still there.
