For one thing, the cartoon was made and based in the 60s. there were a lot of people experimenting with drugs at the time.
Here are other reasons:
Shaggy and Scooby (a weedhead for a dog), were ALWAYS hungry. people who smoke weed (like i do) eat a lot. i mean, look at it this way: only a pothead would eat a chocolate covered eggplant sandwitch (one of shaggy's favorites. i wouldnt even eat that.)
VELMA had to use LSD at least once, because anytime she took off her glasses, she would think the bad guys were one of her friends. those must have been LSD flashbacks.
DAFNEY and FRED may not have used drugs, but they sure were alone together a lot! Fred would always say, "Shaggy! Velma! Scooby! You three go find clues together while me and Dafney search!"

I think Shaggy did and Scooby got the after effects being near him. With Velma though I concur she was just blind as a bat.I do agree with Dafney and Fred though--so doing it.

Well, Scooby probably used a drug to talk, I mean, whoever heard of a talking dog. And Shaggy, he probably used some sort of drug to make him hungry again(Because everytime he eats, the next clip or more... he wants more.)

I believe there was some references in that tv show to drug use. That is my personal opinion but it may have just been some creative individuals that loved driving in the Mystery Machine. Haha
