Under your network settings then Tcp/Ip Properties you can check a box to obtain Ip Address and subnet mask automatically. This will have your computer set to recieve DHCP assigned addresses. If you are running a server and trying to serve out the addresses it depends on the OS. Another place to look is if you are behind a router. You can enable and disable DHCP on most routers.

Connect your computer to what ever connection it is, LAN or WLAN.
Click on the connection icon in the system tray (bottom right corner)
Click on Properties
In the list, scroll down to the bottom and click on Internet Protocol TCP/IP, and click on properties.
Select "Obtain an IP address automatically" and if theres an Alternate Configuration, select the same option in that too. Click OK.
Check the box beside Internet Protocol if it isn't already.
Click OK.
Now it should get an IP address automatically, if your router supports it, that is.
