My eleven year old water turtle looks like he has a sore on his shell. He has been shedding his shell and for a while it had a gold look to it. Does anyone know what that could be. There are no water turtle vets where I live

Turtle's shells are made up of layers. Often the other layer will become loose and fall off. The layer under it will look fresh and shiny for a while. The "sore" on its shell maybe caused by it rubbing over something rough. If the turtle is often climbing on rocks or other hard, sharp items, it will cut into the shell wearing it down too quickly.
Is the turtle still eating well and active? If not, you really should call around to all the vets til you find one that knows a bit or can recommend someone to call who can help.

I think any vet could give you an answer or point you in the right direction to finding a cure for your turtle

Are you sure the scute doesn't just have an air pocket in it? They can look gold-colored because the scutes are kinda brown. If it's a real sore, it'll go all the way through the shell, but if it looks like it's pretty thing, it's probably just air trapped beneath one of the scutes!
