For serious answers please.How to approach this girl?

Question

I met this girl and frankly this is my second time feeling to go for it, well, this ain't any ordinary cases...I only get the chance to see her for 3 hours each day and I don't really get the chance to talk to her since she is always busy with her work and all...And the most frustrating part is, she is going to leave for another 3 weeks!
Looks like luck isn't on my side at all!Anybody please....

You mean she's going to leave the area for 3 weeks? Then maybe you shouldn't try now, because she will soon leave? If you can still talk to her outside work, when you ask her a question about work, flirt a little, extend the time period as long as you can to get the question answered, show that you were just interested in communicating with her than getting the question answered. Maybe at the end of the day you can say that you just wanted to talk to her and ask if she's busy sometime this week ... good luck man.

"hey, if you have any free time, want to go out for lunch/dinner/coffee before you go on break?"

and if that gets a regretful no, add a "maybe when you get back" and try after that.

Carpe diem, if you ask her before she goes, and don't get the answer you want, then you have a whole three weeks to recover without her around before you face her again. And if she says yes, or commits to after, then you've got something to look forward to while she is gone.

you could pull her aside when you cross each others paths or when she has a free time, and ask her if she wants to go for a cup of coffee some time and ask her about work and everything.
