You can plant hedging anytime the ground isn't too cold or frozen.
Generally hedging season is in autumn, atleast that's when hedging plants are most commonly available. The good thing about planting in autumn is that the plant will have a chance to put roots down before winter kicks in, and then come spring the plant can put on a healthy amount of top growth.
I probably wouldnt be thinking about planting now, i'd wait until spring starts.
Buy bare-rooted smaller plants if you have the time to wait for them to grow, it will make for a stronger hedge in the long run.
Buying larger plants may provide more instant impact, but the root systems on large pot grown specimens will have a harder time settling into their new home, the same can also be said for larger root balled plants.
Prepare the ground well before you plant to give the plants the best start, maybe even throw some rootgrow or bonemeal into the planting hole to help the roots establish well, and remember to water the plants well for the first 6 months to a year.

Give it another couple of weeks as this mild weather is giving nature the idea it's spring. The reason if you get a spell of cold weather and the ground freezes you run the risks of killing the tender roots of the privet plants. Bare rooted stock is best by the way and these can be planted right up until end of may.

And Privet Robbie though hardy is suspectable to frost damage like anyother plant. Believe me this is true as I have lost privet hedging due to frozen ground.

Privet is a hardy plant does not protection from frost so can be planted any time during the year that is of/course as long as it has a root ball if your talking about planting cuttings thats intirly different you should take them in spring or autumn. Good luck
