if the kid can afford to then I think that they should pay so they can learn about responsibilities, however if they can not afford to I think that the parents should pay for it but the kid should have to work for it by doing chores and getting good grades, that way they can still be taught that you have to work for things in life.

In some family plans an extra phone wouldn't cost much more, if any.. but I personally think that if you want a cell phone for your own use, this would be a good way to establish good skills in money management. If you have a sourse of income (allowance or an after school job) .. This would also give you the opportunity to prove to your parents how responsible you can be with your money which would, untimately, increase your chances of having access to more privlidges! We pay for a family plan and my older two children have their own cell phones. However, they have stipulations. The phone is only to be used for emergencies. They're allowed to call friends and other family members on the weekends only. Any overage or downloading fees that show up on the bill means that their phone is confiscated for up to a month AND they are also charged for the extra fees (comes out of their allowance or they do extra chores). It works out pretty well and it's taught them about responsibility.

Well, considering chil-labor laws prevent you from getting a job, I don't know where you would get the money to pay for a cell phone, so the family plan. Once you're old enough to work, though, they hold the right to make you pay. I didn't even get a cell phone until I was 15, and it was taken away. I didn't get another one until I was 17.

If a 13 year old has his own cell phone and is abusing his phone privileges than his allowance should back-it up.
