1. You are not connected to the router.
2. You are typing the wrong IP address.

Normally your router should be something like 192.168.1.1, however sometimes it may have been established as another connection when it was connected for some reason, maybe 192.168.1.1 was taken. so try

192.168.2.1

this is the case for me, and that's what i use to access it
