most places need below 28 degrees, but some places have high temperature snowmaking machines that can make snow at just above freezing temperatures.

It must be 28 degrees WET BULB to make snow. The WET BULB temperature takes into consideration the temperature and the humidity. It could be 37 degrees with low humidity and ski resorts can still blow snow. However this snow would not be of optimal quality. If it is 28 degrees snow can be made regardless of humidity (The wet bulb temp. is below 28 at this point). LOW HUMIDITY is key to blow a lot of snow. You can make much more snow the lower the humidity (you can add more water to the air).

Technically, water freezes at 32F, but this is far from optimal for snowmaking because the colder the temperature the dryer the snow (and we all know how much better it is to be skiing or boarding on DRY snow!)
Individual resorts have individual guidelines, but most won't bother unless it's at least 28F or below. Above that, the snow is borderline ice or water and isn't dry enough to easily accumulate.

Generally it needs to be below freezing (32 degrees F or 0 degress C)
The Ski Hill near where I live requires the temperature to be below -3 degrees C or 26.6 degrees F.
