Is it always necessary to cut a cigar

I used to enjoy a fine seegar on occasion, myself. Yes, it is necessary to cut the end of the better grade of 'gar, to open the rolling to better the airflow thru the tobacco. Connoisseurs often use a special knife or cutter, or a piercing pin, and you sometimes see it in older movies where the 'tough guys" would bite the ends off & spit 'em out before lightin' up. A purist will tell you to only use wooden matches to light up, as the old Zippo fuel(naptha) would befoul the taste of the tobacco; even today, they won't use butane lighters for the same reason. Once the seegar is ventilated, a purist wil say to hold the lit match to the end until a coal is started without drawing on it, then draw the smoke ONLY into the mouth & savor the taste. DO NOT INHALE!
There once was an episode of M*A*S*H with a dialogue between Col. Potter & Radar O'Reilly that described this procedure, perfectly. I wish I could tell you which one, but i don't remember for sure.

NO, but you also need some whole to smoke it. There are some kind of metal things which makes whole to end of cigar so you can smoke.

Another way to smoke cigar without cutting is make it humid the end and with your thumb make it out couple of times from every angle and you will see the end of cigar will come out little by little. take that part out and you can start smoking.

Firstly I gather that one should cut the end off ones cigar, then one should put the cigar into ones mouth, light the tip, suck the unlighted section. One might note that cigars should be puffed and not inhaled.
Lastly, any cigar worth calling a cigar should have a paper ring round it, this is because one should wear white gloves as it is the done thing, the paper ring round the cigar will prevent ones white gloves from acquiring nicotine stains.

I think the best way to smoke a cigar is to light up...take one drag and blow out some smoke then walk from room to room dropping ash all over the place.. Or take two drags put the cigar in a large ashtray and let it burn itself away. Or you could try and throw it in the coal fire and watch it go up n smoke.
