Probably Detroit.

Interestingly, the two cities are almost exactly the same latitude north. Of course that doesn't mean that they have the same climate. Both cities actually are on the same latitude as a little north of Rome, Italy - which has palm trees. But I digress. Detroit is colder than Boston.

Both are brutally cold, but Detroit probably takes the prize because Boston is coastal.
