Before you ask this question please , please resolve that whenever you are travelling in a train and you find the water tap open and not closed and all the water is flowing out please get up and close the tap. Let us be responsible for ourselves. "Let someone elase close the tap" should not be the attitude.

I have no idea of what you are talking about because you didn't include a reference to the location. Here in America (and I believe the same is ture in all Western countries) there is always water available.
That water availability is not only on railway platforms (or just in the stations) but in many places around the stations. Such water is also available to the disabled such as those who use wheel chairs.

The water resource available on the platform is sufficient for the nearby quarters. How can you expect the water on the railway platform its silly.

If you are talking about a water supply for locomotives, presumably it has been taken away as there are no longer any steam locomotives in regular service on Indian railways
