Individuals can end all terrorism if they refuse to participate.
Example :
Bin Ladine did not participate he found some one to do dirty work I say cheap.
I believe life is precious and we lost so many lives of innocent people, by his(Bin Ladine admission on the tape "poor soul they do not know that they will die "something like this was reported by the media).
If he had not found those few people to do it I do not think he himself have done any thing.
So it is up to individual to say no to terrorism.

it's more complicated than that
the factors that cause terrorism are economic, political and social (including religious)
the most basic explanation is that some people do not like the dominant paradigm and are willing to do anything it takes to fight it. terrorism is a very symbolic act of resistance. people commit acts of terrorism in order to get attention for their cause.

I beleive that terrorist states use religion to gain power into politics. Not all religions whether it is Christian, Muslim, Islamic, etc are violent based but there are fanatics within any religion that use religion to stir up fellings of hatred, fear & ignorance to their advantage. So to answer the question...both.

in my view politicians are responsible because they are resposible for religious differences in india .they use the name of religion for their own selfish purpose
