For the past, I'd say Merle Haggard. He was not only a wonderful singer and picker, but he could tackle a wide range of subjects. Plus he could do either hard country or take on smoother styles of jazz or western swing. Hank Williams didn't live long enough to have as diverse of a catalog, and Johnny Cash to me seemed like more of a folk singer than a straight-up country star, so even though they were awesome I'd say the Hag is tops.
As for the present, well ... Haggard's still alive. As far as someone who's still in their prime, I'd say Dwight Yoakum is the best. Insanely creative, and you don't hear him spitting out a bunch of dumb-assed novelty songs or sappy ballads just to stay on the radio.

i don't think it's possible to pick just one...but in my opinion Ms. Reba McEntire is the greatest. She's gone through divorce, death of her bandmates, marriage, having a kid, etc. she's done it all and still has an awesome body and a great attitude. Her and Barbara Mandrell are my favorites. when i think of best friends i think of them. I look up to Reba which is why i think she's the greatest. some may not agree but that's fine. To me Reba is the greatest country music artist of all time.

First off I do not profess to primarily listen to country, however I would consider Johnny Cash to be right up there.
He smashed the then traditional boundaries of style and content in his music.
