a very good question.

for u r question my answer from the bottom of the heart is "NO".

my opinion is the government staff traet the people as unwanted and they think that they are doing a great favour to people as granted.they wont think or assume that its their duty.

so they r not offering their service in a freindly manner.

but on the other side of the coin they are government servants who really feel serving people as their duty and strive for that keeping their personal intrests aside.

the change should take place in all levels to make them customer friendly.we can only hope this stupid culture will chane in future.

Not at all.

Only a small fraction ,may be 5 to 10 % are customer friendly.

In a democracy, "The customer is the King," said Gandhi.

Our Government staff need to be tutored, reminded every day to treat their customers ,so that they learn to become customer friendly.

In Total Quality Management circle every one becomes a customer to the other and every one needs to be treated in a friendly manner leading to win win situation.

Both the transacting partners are winner and there is no loser in the game or process.

Theyre ok most of the time. You get people trying it on but if you remain polite and dont let them think theyre getting to you they generally give you service, like most petty officials the world over.
