I have 3 painted turtles they stay small ,
also 25 fish!!!!!
3 big aquariums!

I don't think one would be better than the other. The fish would require more work as you would have to keep the environment clean and make sure oxidation and all of that is level. The turtles would not require much maintenance.
If I had to make a choice, I would have to say the turtles. Just for the simple fact that you could line them up for a race and see which one wins...

Turtles because fish die very soon after you get it.Turtles are long lasting and dont cause a mess.

if it were up to my sister, she'd say turtles. they are super cute and adorable. but they grow sooooooooo big!!! like, the tank has to be 3 feet in width! i'd say fish cuz they're easier to take care of. (best fish i recommend are Red Caps)

fish, turtles have salmomella and basically are boring, fish aren't much better but you can at least get carnivorous fish and feed 'em smaller fish
