Yes, you definitely should. Sending a resume by email is really no different than sending it snail mail, it's just that's it's a more convenient and timely process. It doesn't mean you should do anything different than normal. If you would send a cover letter if you were sending the resume via snail mail, then you should send one if sending via email. It's a way of introducing yourself so that the prospective employer will actually care to read your resume.

You can use the cover letter to point out particular strengths or achievements that relate to the job for which you're applying. Also, this can be a good way to show off your good writing skills.

A CV (curriculum vitae) contains more detailed information than a resume and is used when applying for academic, education, scientific or research positions (see internet source).

Absolutely!
If you mail it:
Send it on paper that is decent, but not necessarily the same paper you used for the resume.
Do NOT tri-fold it, and put it in a folder. A friend of mine use to put them in BRIGHT RED folders. Then she would call to see if they got her resume, and when she'd tell HR it was in a bright red folder they would always remember it right away.

If you e-mail it:
Use the e-mail for your cover letter, and send the resume as an attachment.
Make sure you say at the end of the resume that you look forward to hearing from them.

I usually attach a seperate covering letter so when the HR dept print it out and give it to the relevent people it looks more professonal than a printed email.

I'm not sure if it is somthing that has to be done, your email could be the covering letter

i only include one if needed. otherwise just include a short explanation as to why you are sending the resume in the body of the email.

Ask them or look at the instructions for sending it.
Some companies require a Cv and covering letter in the same file, some require it seperately, some don't require it at all, so check. If you don't get it correctly, they will have a biased opinion of you before they even read your CV

while not required it is more professional to include one and shows you are more interested in the job applying for as you took the time to include introduction letter.
