Why is the CIA obtaining banking and credit records of hundreds of Americans and others inside the US ?

Under its 1947 Charter, the CIA has NO domestic police powers.
From the New York Times today: John Radsan, an assistant general counsel at the C.I.A. from 2002 to 2004 and now a law professor at William Mitchell College of Law in St. Paul, said, “The C.I.A. is not supposed to have any law enforcement powers, or internal security functions, so if they’ve been issuing their own national security letters, they better be able to explain how they don’t cross the line.” I thought the FBI was supposed to do this.

Rand, this is in strict violation of the 1947 charter.
I don't think its been ammended and I think we still have the posse comutatus ( sp? ) in place. In theory the Pentagon and the CIA does not have a domestic law enforcement authority.

This is unbelievably wrong-you're absolutely right. The CIA, FBI, NSA-there are no checks and balances, no limits-all agencies are all powerful. This is not a left or right issue-this is a USA issue. Once these lines are crossed, it's nearly impossible to go back. Im sure they could claim that it is part of an ongoing investigation of terrorist groups that are based outside the country, but have members in this country. That would seem to give them jurisdictin, kind of like the hot pursuit law that cops use to leave their county, dukes of hazzard excepted.
