What do you mean by "half the width" but has a circumference of a regular dime? If you mean the other side of the coin is flat, then it's possible that someone filed off the other side. It's post-mint and only worth the silver bullion value. But if you mean the "other side flat" as in, half of one side of coin flat, then most probably you have an off-center coin error, happens when the coin blank lies partially in between the dies.

I am not to sure I understand what you are trying to get across here. If one side has no image, then it was ground off by someone. Since the dime is actually the thinnest coin, there is no silver stock thinner available to the mint. Quarters have been struck on dime stock and of course this makes a very thin quarter. It sound like some one did something to it after it left the mint. I hope I answered your question.
