Because they are probably frozen..If the water has been sitting in the pipes all night without any movement, they will freeze just like the cold water pipes, the how water pipes are onle warm near the water heater, they tend to cool down in the walls if there is no movement of water...

First answer is a good thought if it cold. Also, the Inlet valve may be turned off at the water tank. Last, I can think of, if you have hard water (Turns things brown) the water tank could be stopped up and need flushed out.

is your hot water tank working.

if you have pipes close to the outside let the faucet drip alittle so it pipes do not freeze.
