Any drug that cannot be purchased in the open market is an illegal drug.

Drugs not sanctioned and controlled by the Government. (they need their tax money).

Alcohol was illegal for a time, government saw that they were losing alot of money so did a turn around.

Any drug prohibited by law and/or any drug available under law but subject to a licenced medical practitioner's prescription where the possessor does not posses a valid prescription.

Any substance that the government does not allow one to legally possess. Otherwise known as a "controlled substance".

Essencially, a gross national product the government cant get any revenue or tax from so our wonderfull politicians deem it "illicit", somethings are so simplistic, sum things!
