I believe that it is a dispute involving a riparian zone.

See http://en.wikipedia.org/wiki/Riparian for more information regarding riparian zones.

A ripararian dispute is a dispute involving who has rights to a stream of water. It could be several things, but they all involve the stream in some way. It could be a dispute on who has the right to use the water, which is more common in the western U.S. or a dispute over who owns the stream, which is more common in the states without a lack of water--therefore, gen'ly the more Eastern states. These are only 2 examples and I'm sure there are other scenerios.

It's a dispute over water rights, like the one between Los Angeles and those who make their living off the Colorado River, or the one between Israel and Palestinian areas.
