It varies from state to state. In New York you have to be 6 in the year you go to the 1st grade, so your daughter would be fine if you wdere coming to NY. My daughet was born in September and I know she has to start her K this year, when she is technically 4 and not 5. One-year kindergarten is required (again, I am talking about NY) and two-year kindergarten (starting from age of 4) is optional, and we opted out, for example.

I found a table of cutoff ages from 2002 (from http://www.journal.naeyc.org/btj/200503/01Kauerz.asp):

While children typically turn five before or soon after entering kindergarten, state policies about kindergarten entrance age vary widely:

* Five states (California, Connecticut, Hawaii, Michigan, Vermont) have cut-off dates between December 1 and January 1. This practice leads to a robust mix of four- and five-year-old kindergartners.

Kindergarten Entrance Age by State

Child must be five on or before this date:
January 1 for Connecticut, Vermont1 ;
July 1 for Indiana;
August 1 for Missouri2, Ohio3; August 15 for Alaska; August 31 for Delaware, Kansas, Washington;
September 1 for Alabama, Arizona, Florida, Georgia, Idaho, Illinois, Minnesota, Mississippi, New Mexico, North Dakota, Oklahoma, Oregon, Rhode Island, South Carolina, South Dakota, Texas, West Virginia, Wisconsin;
September 2 for Utah;
September 10 for Montana;
September 15 for Arkansas, Iowa, Wyoming;
September 30 for Louisiana, Nevada, Ohio, Tennessee, Virginia;
October 1 for Kentucky;
October 15 for Maine, Nebraska;
October 16 for North Carolina;
October 31 for Maryland4;
December 1 for Michigan;
December 2 for California;
December 31 for District of Columbia, Hawaii5;
Local Decision for Colorado, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania.

I am also sure that at every school there exists some kind of placement exam which allows children from other countries to be placed in a corresponding grade

The age depends on what state you're in. In Illinois the age is 6-7 for 1st grade. I do believe they have tests a child can take to see if they are ready for a certain grade.

It depends on the school district -- there is no "national" law or rule determining what age children can enter 1st grade.

In my local district, you have to be 6 years old before the beginning of the school year to enter 1st grade OR get a special waiver from the school district. If you explain your situation to the district, and show the child's school records, and show the child can do 1st-grade level work, it probably won't be an issue at all and your child can go to 1st grade.

You need to check with the school district you may move to, as each state has it's own cutoff date for entering first grade. It can be as early as July of the year they are entering , or as late as December of the year entering. Also, even with cutoff dates, most understand that each child is different, and there are tests to make the final determination as to whether your child is ready for first grade. Good luck.

Children going into first grade in the U.S. are around five or six years of age. Sounds like she will fit right in to grade one here then.
