There is LESS than 4,000 PPL there. So YES it is a small town.

In the list of placenames at two internet sites, epodunk.com and wikipedia.org, there is no such community as Baxter listed in Kentucky. Could it be a "neighborhood" of a larger city? How did you hear about it?
