I need to know where this piece of music originated and in what musical beats does it usually use

The waltz is a ballroom and folk dance in 3/4 time, done primarily in closed position. The most common basic figure of a waltz is a full turn in two measures using three steps per measure.

The waltz first became fashionable in Vienna around the 1780s, spreading to many other countries in the years to follow. The waltz, and especially its closed position, became the example for the creation of many other ballroom dances.

I think it originated in Austria and was popularised in Vienna, but oddly enough whilst almost always written in 3/4 time it is now, in the 21 st Century almost always played in 6/4 with emphasis on the 1 st beat and a slightly lesser emphasis on the 4th,
Like OOm pah pah Um pah pah, instead of the 3/4 OOm pah pah OOm pah pah, gives a swing to the sound, some composers keep the bass note the same for bar after bar which stops this but when it goes C,G,C,G the 6/4 effect kicks in.

I think it originated in Vienna. It was popularised by Johann Strauss. Waltzes are played in 3/4 time...that is 3 beats to the bar.

I'm willing to bet that African Americans from more culturally vibrant areas such as Nashville or New Orleans are aware of the jazz/folk roots in rock, though I feel that most black people would not be aware of rock's origins.
