Both are water-soluble, but Elmer's "School" glue remains water-soluble even after it dries where Glue All becomes permanent.

Elmer's School glue is also referred to as "washable" glue meaning that it *can* be removed later... once Glue All dries (and especially after it fully cures... about a week), it is washable but only in the sense that you can wash fabric with glue on it but the glue will NOT come out... same as acrylic paints.

The usage directions should be on the back of the bottle. I just know that we could use the school glue at the child care center and not the glue all. The web sites below are the Manufacturers Material Safety Information.
