I'm almost tempted to believe that you've read the play, in which case you should be able to take a stab at this (no pun intended) yourself.

"Plot development" appears to mean: how the story moves forward. In Act I, we learns of Scotland's wars against outside aggressors. We learn of Macbeth's bravery. Macbeth encounters the witches, and hears their prophecy. Etc., etc., etc.

Sounds like you just need "bullet points" about how the essential story of the play is advancing.
