Basically, diet alone will make a person smaller, but you will have the same proportions about , just smaller. To reshape your body, exercise is where its at.
Yes, walking is good. Running is even better. Like the guy before me said, squats with weights - BUT when doing thigh exercises, don't go too heavy on the weights, or your quads could add too much mass.
If you tone up your muscles in your legs, they will look smaller. Squats, dead lifts and lunges are all really good to target the whole leg, butt area. Use weights to really tone, just don't go overboard.
Unfortunately, we don't get to choose where our body takes the fat from.

You're a pretty girl, and your pictures don't show any signs of oversized thighs. Females, by nature, store fat in their buttocks and thighs. Males store fat in their guts. Because of that, those are the hardest places to slim down, but it can be done by proper diet and excercise.

And besides the walking that the other person mentioned you can try walking, or even stepping. You can even try squatting with weights.

You could try joining activited at school such as track. Just take walks, or ride your bike every day.
