Are you using a laptop? Some have issues with the window scrolling. You also need to say what operating system you are using--XP, Windows 98 or NT--does it do it all the time or just when you are using Internet Explorer?
Try this--
open Internet Explorer
1. On the Tools menu in Internet Explorer, click Internet Options, and then click the Advanced tab.
2. Click to clear the Use smooth scrolling check box.

Also it might be that your computer's processor is at it's maximum usage level--you can check that if you have Windows XP hit CTRL+ALT+DEL keys at the same time together, select the Performance tab and then try to scroll up and down and see if it goes up to 100%. If it does check under the Application tab to see how many applications are running at the same time--try closing some of that down from there and then see what happens.

Simple. The cheap way is to try this first. Click START, then CONTROL PANEL, then click on SYSTEM, then ADVANCED then PERFORMANCE, in this window check the window that says adjust for best performance. This will free up a little memory.

You need to get more RAM or memory for your chip.
