The "Connecticut Compromise", a.k.a. "The Great Compromise" was the resolution for the apportionment problem. This compromise was the basis for the make up of congress, the House of Representatives, having representatives for each state based on population. It also agreed that the Senate composition would not be based on population, it would have two senators per state, regardless of the population.

Basically this was the small state compromise, done so that the smaller states wouldn't get shut out of the process. It called for one house, the Senate, to have equal representation for each state, while the House would be based on population, and that the Electoral College would give each state electoral votes based on the total number of legislators that state sent to Congress, thus giving the small states a larger voice in the election of the President.

The issue was over fair representation based on the size of the state or the population of a state. The compromise was that the House of Representatives would be based on population and the Senate would be based on all states get two senators no matter how big or small they were.
