If you are referring to 'FIRST 200 digits, then it starts from one... The year 2000 isn't the year of the new millenium, it was the year 2001...
on the other hand, 0 is an integer too, and so is -1,-2,-3... and so on... but the FIRST integer starts with 1....
for the numbers will be 1,2,3,4,.......198,199,200.

If you are randomly getting a number from a list then it don't matter what the order of the list it is in.
Just make sure that all of the 200 numbers are on the list,and only once, unless you want to skew the results.
card generation scripts work in this principle.
4 decks times 52 = 208
- - random(0,207) programs
- - random()*207
a=rdm*207
if 0=A(sp)
a=int(a)+1

it could be stressful, yet that still would not recommend that you're justified getting some different person to do your better credit for you.
