you need to understand your people and try to make their lives better and easier. a leader needs to get a good education of course. studying history and foreign languages is quite important. a leader needs to be brave and hardworking. he/she can't just order people around to do the work. a leader should involve himself/herself in the tasks they do just like Peter the Great of Russia and Catherine the Great of Russia after him did. they didn't just sit in their palaces. they were curious about everything going on other countries- any inventions/improvements. so yeah. these are some of the ideas i have in my head right now. hope this helps! :)
p.s. oh and you have to be honest to your people too.

To be a succesful "leader" one must always remember what it was like to be the "follower". A succesful leader should never ask of their followers something they wouldnt be willing to do themselves. The best leaders lead by example, and teach the followers all that they know. A succesful leader learns all of his followers strengths and weaknesses and knows that everyone has something to bring to the table, they just may not all be the same thing. Once they have learned this, they put together their team accordingly.

Depends what you are leading.
if its government, you need to be shifty enough to watch you back at all times.
you need plenty of money to wet the whistle of the press, or they'll gang up on you.
You need to be aware that even your closest ally could be after your job.
If you honest, it wont work.
I'm not sure if the world is ready for an honest pollitician.
