The equations are inconsistent because the slopes are different. It doesn't matter that the y-intercepts are the same. It just happens for this system of equations that the solution is the point (0,4). Your answer doesn't really make sense to me because it's not finished. The solution for a system is a point. Once you solve for y you must plug it in to solve for x.
A dependent system of equations are equations that graph as the same line. Independent systems of equations are equations that graph as parallel lines.
The ACT loves these systems; where you're asked to identify the parallel or perpendicular lines..you're not expected to actually solve anything...just identify the slope and y-intercept and know the definition.

y=4
Now you know y, you need to substitute in y to either one of the two original equations to find x.
I'll use the second equation because it's positive.
3x + 2y = 8
3x + 2(4) = 8
3x + 8 = 8
3x = 8 - 8
3x = 0
x = 0/3
x=0
So your two points for the solution are (0,4).
As for the other part of the question, I believe they are inconsistent because one has a positive slope and the other has a negative slope...
