Local library, Yellow Pages. I am guessing that Watford will be a high demand area so they may say their lists are closed.
If you are a social tenant now you can exchange, if you can find someone who wants to live where you are.
Another problem they may mention, is do you have a local connection?. Of course you do!. This can be relatives, a work offer or to give receive support from family.
