Looks like your system just doesn't meet the requirements to run the game and if that's the case the only way I know of around it is to upgrade those parts so they do meet the criteria. Strange though how it's not showing that you have a Pentium III, do you have an Intel processor or another? To be honest with the type of computer you have it might be easier and possibly cheaper to go and buy a new one, Computer Warehouses sell these at lower prices than many stores as long as you aren't fussy about brands and awesome graphics cards.

It seems strange that you have a P3 processor and only 448 clock speed. I would try to find a computer geek friend that I could trust and have him go into the BIOS and try to jack up the clock speed, but to run games you really need 500 MHZ or better memory. Sounds like your computer is just too old to run games.

you have to comply with the game's minimum requirements.

otherwise you can't play Sim City.

Especially the processor speed. (448 instead of 500 MHZ)

Upgrade your system,

your:

processor
RAM (memory)
video card.

hate to tell you, but it's time to upgrade your computer. that's unless you don't want to play this game. in other words, upgrade your computer, or don't play the game.
today it's much cheaper to upgrade the motherboard and memory, which is primarily what you're saying that the program is having problems with. you can upgrade the memory alone to bring it up to that requirement for the game. the problem is you can't upgrade the processor without buying a new motherboard for your computer.
don't like telling people that they have to spend money to fix a problem, but unfortunately, that's the only way out of this one.

upgrade your computer go to lets say best buy and buy memory its not hard to put in // now a new motherboard for faster processor might be .. your not meeting the minimum requirments to run that game , therfore it will keep booting you
your best bet is to look in your local newspaper for a new cheap computer .. look at the minimum requirements for a game before you buy it .. the only way to run a game that needs more is to get more..
