Well! There's a word we don't hear often! A pelmet is basically a window valance. I'd make a simple 4-sided box -top, front, and ends. Make it maybe 6" longer than the outside measurement across the curtains (3" clearance on either end), about an inch or two deeper than they stand out from the walls, and high enough to conceal the curtain rod without anything rubbing inside. Make it out of fairly thin wood, to keep it lightweight. I'd use solid 1" pine for the two ends, 1/2" ply for the top, and 1/4" ply for the front. Glue and nails hold it together well, and 2 small corner braces along the top would hang it. Glue a strip of soft urethane foam cushioning material on the front, and trim any overhanging excess. Cover the entire outer surfaces with extra curtain material, either matching or contrasting your drapes. Make the corners nice and neat, staple along the back and inner edges, and hang it with the corner braces. If you wanted to add an "uholstered" look, get a couple cloth buttons from an upholstery shop, and poke them through the front, spaced about a foot apart. They'll pull the material in, giving it a bit of depth.
