I cannot get to four features, unfortunately! but here is what I have:
There is normally some form of boundary (such as roads) defining the neighbourhood
The houses are (relatively speaking) close to each other
The people have something in common - language, class, profession, job...

A neighbourhood is a geographically localised community located within a larger city, town or suburb. The residents of a given neighbourhood are called neighbours, although this term may also be used across much larger distances in rural areas.
Traditionally, a neighbourhood is small enough that the neighbours are all able to know each other. However in practice, neighbours may not know one another very well at all.
(neighbourhoods do not have to have a shop or a pub - indeed, there do not have to be any amenities in the neighbourhood!)

people parking thier car outside the front of your house when they know perfectly well you park there.
people putting the rubbish out a day early so the cats and foxes open it up and cause a mess everywhere
i hate it when they dont have net curtains you cant help but look inside at thier groovy furniture and if they catch you looking they think you are a nosey parker
allways bragging about what they have bought ie flash car ,conservatory new sofa or the usual double door samsung fridge freezer.
