The rules are there to protect both the innocent and the stupid.

I saw a warning sticker on an air conditioner that stated, take care not to let unit fall out of window. Apparently someone got hit by a falling AC and was sued.

The rules are all about liability.

No, I have been suggested to do so in my violation notices but never did. I think that they have to be pretty usual.
