You spend a lot of time being very good at the college level and get very lucky. Being a ref is probably the hardest job to get on the field. You'd have a way better chance of being a player or a coach than ever being a ref. Plus, refs dont make a lot of money; they all have weekday jobs, and only work on game days and have a three week camp before the season to acquaint themselves with the new rule changes each year.

To get into college refereeing you have to have, I'd imagine, a lot of experience at the high school/community level, and then submit your resume to a conference that was in need of refs and go through that process.
