The seat belt looks perfectly normal, doesn't appear to be doubled over etc. It has been partially pulled out and is completely stuck, no 'give' at all. It's an old style 3-door T reg hatch. Any ideas on how to free it?

If it's not working properly it's an MOT failure. IF you know what your doing you could try and remove it to see what's stuck and release it, or else try to get a replacement. Having it working is not only a legal requirement, it could also save a life!

ALL YOU CAN DO IS TAKE OFF THE PANELLING AROUND THE BELT CASING AND MAKE SURE THAT THE BELT IS NOT TWISTED UNDER PANEL THEN REMOVE REEL FROM BODY AND YOU CAN THEN PULL BELT AND TURN UNIT TO DIFFERENT ANGLES OTHER THAN THAT ITS DOWN TO THE SCRAPPERS.GOOD LUCK.

try hitting it with a small b peen hammer while alternating pulling the belt.
more than likely the rocking lockout has seized and can be freed most of the
time.
