About technics: there are many website promoters which you can contact. Just take into account that you able to modify your website contents yourself.
I have built up my homepage (not delivered it yet, however) with Microsoft Publisher. it is easy to use.

when we want to create our own website, first we have to create our pages only in the HTML (Hyper Text Mark-up Language) codes... i hope u know about HTML... otherwise u cant access it...(and its hard to teach u about HTML in net..)
when u've created your own website (using HTML) ,it has to be launched on the internet server as a part of the web... this process is called HOSTING... HOSTING A WEB PAGE means transferring the HTML code from local machine(your PC*) to the server...
To do this, you should have space on the server, which will cost you much.. But many sites give you free space to host the pages , due to the increasing popularity of the web. such websites are:-
yahoo.com,
rediff.com,
doteasy.com,
freewebspace.net,etc etc...
These websites ask you a series of questions to host your webpage. once your webpage is hosted, you can view it in any browser like other web pages...

Creating a working website is quite easy, just follow these steps
Steps for creating a basic website are:
1) First step in creating a website is to find a WEB HOSTING service. We require web hosting server to host(ie provide us some storage space) our website on the internet so that it can become accessible from anywhere. Now web hosting services cost money but there are some who provide small space for free. You'll need to sign up for it. some free web hosting sites are:
-> www.freewebs.com - Provides more than 40MB of storage space for free. (i like this because of SPACE)
-> www.geocities.com - (yahoo's own web hosting service is pretty easy to use)Provides 15MB of storage for free.
2) After signing up you can use various options listed there eg use the page builder provided by most of them to build ur website without any knowledge of HTML or if you have knowledge of HTML you can simply hard code your site offline and upload it to the server. Be sure to name your homepage as index.html.
3) That's all it takes to build your website which can be accessible from anywhere (it's the power of internet baby).
So, now your URL could be like this
www.freewebs.com/yourusername
www.geocities.com/yourusername
But one thing is very bad these sites put advertisement on our free sites :(

To create your webpage u can use HTML as all persons are saying, u can use Dreamweaver to create complex and easy websites , but at this time if u will see, that u should learn Flash that can make awsome websites.
just learn flash scripting and designing in flash is quiet easy to do, and all it needs logic, once u got it u can make professional websites easily...

freewebs.com is a good site to create a website on you don`t need to know HTML or anything,it has remade web templates you can use. hope this helps =)

very easy install microsoft office and go to microsoft front page and designe your own website....to publish it u gotta have a domain and servers...it's a big deal there!
