Almost any politician running today has graduated college.I don't know what sort of aptitude you are looking for but I think any of them could pass it.
I would rather see a test on integrity or common sense.

Aptidude to do what ? To: Be corrupt, Pilage, Lie, steal, give our money to terrorist counties and greedy corporations, promote open borders, ignore their oaths of office, ignore the Constitution and take away our freedoms ? should I continue ?

I think it'd be:

- What's the most urgent issues that being faced by your constituent? Why? Who's responsible for it?
- And how will you react to it?
- What will you do to deliver the voice of your constituent?
- How will you evaluate yourself? In what way do you want your constituent to evaluate you?
- How will you keep in contact with your constituent? In what way? Why you will use that way?

Record how he/she react to those question on camera or voice recorder, to know whether he/she keep their promise in the future.
