i have a toshiba satellite pro 4600 that had windows 98se installed on it, then i updated it to xp sp2. Everything worked fine except the wifi. I installed the latest drivers for the toshiba wireless lan mini pci card, but still no connecting. It said "Limited or no connectivity".
I then went into the internet protocall setup and manually entered the ip adderss and gateway. It then connected to the router, but no packets were received.
is it not receiveing a dhcp?

Did you reconfigure all the options after installing the new drivers, e.g. security settings?

If you gave your network connection a static address, then DHCP won't work for the laptop anymore. Shouldn't be a problem, as long as your laptop is in the same network as your router.
The router probably has an address starting with 192.168, followed by two more digits. Particularly the second-last digit is important: if it is (for instance) 1, then you need to set your laptop network configuration up with 192.168.1. too. Make sure your laptop doesn't have the exact same address as your router: if your router has (for instance) 254 at the end (so it is something like: 192.168.1.254), make sure your laptop has an address like 192.168.1.200.
Also make sure the network mask is the same: if your router has a network mask of 255.255.255.0 (probably does), then make sure your laptop also has that same mask.
Make your router the default gateway of your laptop: enter the address of the router in the default gateway box. Also enter this address in the DNS-address box. Leave the second DNS address box empty.
If you've set this up, you can open a DOS box (by clicking Start - Run - type CMD, press enter) and ping the router (by typing: PING

, for instance: PING 192.168.1.254). If you don't get any errors, then the laptop is setup to surf the internet.

This may seem simplistic, but wireless telephones work in the same frequency range as wi fi. If any wireless telephones are in close proximity to either the router or the computers they can create this type of interference. Just move them and see what happens.
