There's two kinds of impotent: Erectile Dysfunction and Sterile. Erectile Dysfunction means you cannot sustain an erection and therefore cannot masturbate to completion. Sterile people can usually maintain an erection and ejaculate, but there are no viable sperm in their semen, so they can't get a woman pregnant. It is possible to be both Sterile and have Erectile Dysfunction.

There are also varying degrees of impotence. Someone who may not be able to sustain an erection could use something like Viagra to help, and function normally (more or less). I guess if you're totally impotent, then maybe you can't get an erection.

I have a relative who's about 70 and has not (according to him) had an erection in 20 years because of severe diabetes, but he says he jerks off every day, usually more than once, and sometimes gets women to give him BJs. He's a real bore talking about his limp prick so much, but maybe his experience answers your question. (I've heard the same pathetic stories often enough that I think he's probably telling the truth.)

due to diabetes, hypertension, and being overweight, for me impotency means total inability to attain an erection and the ability to ejaculate.
