Try getting the usb drivers at www.hacktherazr.com, they also have a guide to installing them. You could also search for and download motorola software update program. Look at the screen on the razr when you plug it in(flip open), it may say unauthorized charger and the usb drivers may fix the problem depending on you cell provider- some disable the charging with USB. You want to make sure you plug the usb into the computer itself and not a usb hub(external)

Are you trying to automate shaving? That would be cool. The lazy person's way to shave. lol.

OOPS, you meant phone! But I still like the original idea above...

Sorry I can't help you - but maybe your USB ports are disabled in the computer bios or the device is causing an interrupt request error in the device manager. To check this, plug in the device and after your 3 beeps, in the desktop right click on my computer, choose properties, the hardware tab, then device manager. If a device has a yellow exclamation point or a white X with a red background, there is a conflict. see what device is causing the conflict and, if possible, unplug that device to get your phone working. More then likely it will be a USB device. If it is not a USB device, you must shut down the computer to remove the offending device. Then, reboot the computer and check this again. Usually, if you remove the device, put in the new one and then add the other one again, a new interrupt will be assigned to the device. if this don't work, go to the manufacturer's website for fixes. Good Luck!

If using Windows XP your phone should be recognised immediately. Try to re-install the software drives. Check the USB Cord.

Or else use bluetooth to connect your phone with PC. Motorazr comes with blue tooth technology.
