Well first off because it's a woman's choice whether or not she wants to bring kids into this world; you aren't the one having to have something in you for 9 months and it's not your body.
Secondly because our nation cannot support unlimited number of children.
Look at this scenario; say there are 15 million fertile woman; each woman can have a child as young as 15 or 16 and can keep having kids when they ovulate and have sex each time and they can bear kids into their 40's. Now if everyone did that; we would actually run out of room in our world for all the kids and thier kids being born. Secondly our welfare system would be shut down because if someone has an average of 20 kids each that person would have to stay home and take care of that many kids so our AND YOUR tax dollars would have to support them; which means an increase in your taxes and less money in your pocket.

Why does WHO "allow" contraception? Contraception was developed because there is a WANT and NEED for people to be able to enjoy an active sex life without having a ton of unwanted children.

Now that most babies survive their first years we need to allow contraception to keep the population manageable or we would run out of food. We're already getting close to that situation now.

I think you need to restate your question. As it is it does not make any sense. We do not HAVE to use contraception if we do not want to, so that part of your question does not make sense. Then you say "allow"......are you trying to say that it should be against the law? That is an absurd position and I don't think that is what you are really asking.
If English is not your first language you might get someone who does speak English to help you re-write your question so that we might be able to help you.

If by "we", you mean the US or UK, and if by your question you mean that you are personally opposed to contraception, here's my answer:
We have to make sure we prevent people who ask dumb questions, so we have contraception.
If you don't like it, don't use it, and don't have sex.
