Under the Republic Act 9337 or the EVAT Law, the VAT has been retained at 10 percent but President Macapagal-Arroyo has a standby authority effective Jan. 1, 2006 to increase it to 12 percent under certain conditions.

The VAT is based on the sale of goods (gross selling price), importation of goods (value declared by the Bureau of Customs) and sale of services (gross receipts). Other variations under the amended law are sale of real property and cessation of business.

Now subject to VAT are the sale of electricity for generation, transmission and distribution, sale of non-agricultural products, marine and forest products and sale of cotton and cotton seeds in their original state by primary producer. Copra has been reclassified as food agricultural product and is still exempted under the amendatory law.

Others subject to VAT are: sale or import of coal and natural gas, sale or importation petroleum products, sale or import of passage or cargo vessels of less than 150 tons, sale by the artists of their works of art, literary works or musical composition, services by doctors of medicine with Professional Regulation Commission license and services by lawyers registered with the Integrated Bar of the Philippines

So far, all I can find is that it is an Extended Added Value Tax and seems to apply within the Phillippeans and affects the cost of electricity.
