so based on the definition and the question
so every question can have some sort of answer (good, bad, true, false etc ...) it's whether the answer is implied or asked not really wanting or needing an answer.
So I'd have to say no, to question with no answer ... it would be a statement.

A conundrum? One of the definitions is a question or problem with only a conjectural answer. e.g. which came first the chicken or the egg.
Logical fallacy/a loaded question? e.g. 'Have you stopped beating your wife?' to which you can answer neither yes nor no.
I don't think either of these is correct but can't think of the answer.

It is a question that was never asked....you may get an answer you dont like to a question but all asked questions get an answer, they may not answer your specific question, but none-the-less it gets answered. If you dont get an answer you like maybe rephrase it, make it clearer, etc.

I don't know what it's called exactly, but I have plenty of examples of these which I have put to Microsoft/eBay/Paypal Customer Services.
Their non-answers are legion.
